Basic facts

CU regulation

  • Obligatory for all countries and stages of life-cycle

CU regulations variety

Technical regulations

  • Safety requirements only 
    (EMC regarded as electromagnetic safety)
  • For all stages – custom clearance, sale and use
  • Administrative responsibility for violation
  • Common obligatory mark — EAC mark

Limitations to import

  • For custom clearance only (not for sale or use)
  • Radio and high-frequency equipment
    (special permit may be required — Minpromtorg licence)
  • Equipment with cryptographic functions
    (special permit may be required — Minpromtorg licence or FSS notification)

Hygienic and phytosanitary regulation

  • Special hygienic conformance for goods if it’s listed by hygienic regulation
  • No special marking
 

 National Russian regulation

  • National TR regulation (TP mark)
  • GOST R regulation (PCT mark) is obligatoiry and applicable for any equipment and goods which are
    — outside of CU TR regulation, and 
    — outside of national TR regulation
  • Special regulation (it's voluntary but it may be obligatory at the same time for special cases only)

Telecom approval as a special regulation

Scope of application

  • If equipment or software provides a telecom service,
  • or connected to CTN (Common Telecom Network)

Important to remember

  • No administrative responsibility for violation
  • No certification mark
  • Telecom approval never used for custom clearance or sale etc.
