HYGIENE CERTIFICATE CERTIFICATION IN RUSSIA

Hygiene characteristics are separate group of properties of products safety. The list of products, for which verification and monitoring of Hygiene characteristics are obligatory requirements, is below.

  • Food products;
  • Commodities for children;
  • Materials, equipment, matters for water-supply and cleanings of sewage;
  • Perfume-Cosmetic facilities;
  • Chemical and petrochemical products, commodities of household chemical goods;
  • Polymeric and synthetic materials for building, transport, furniture, clothes and footwear;
  • Products of engineering industry and instrument-making of production, medical and domestic setting;
  • Educational editions, polygraph products for children and teenagers;
  • Materials and wares, contacting with a skin of human being, clothes, footwear;
  • Sources of ionizing radiation, radio-active matters;
  • Building stuff and materials, wastes of productions for the reusable processing, scrap-metal;
  • Cigarette and tobacco stuff;
  • Facilities of individual defence;
  • Pesticides and agrochemical;
  • Commodities and equipment, contacting with food products;
  • Equipment and materials for filtration of air.

Hygiene certificates are issued by the government body of Hygiene service of Russian Federation (department of health Ministry). Validated period for Hygiene certificate may be within 5 years.

If the products, listed above, must have an obligatory GOST R certification system, the GOST R certification of such products is implemented only after the receipt of Hygiene certificate on these products.

HYGIENE LEGISLATION

Hygiene certificate of goods and materials in Russia is provided in accordance with the Federal law from March, 30, 1999 N 52-FL "Law of Hygiene safety of population".

A Hygiene certificate is an obligatory document for products or materials on the territory of Russian Federation in the followings cases:

  • Custom’s registration of commodities,
  • Usage of materials in a production,
  • Issue of commodities in a market appeal.

List of commodities on which Hygiene certificates must be designed at an issue in a market appeal, rules and orders of conducting of Hygiene certificate are determined in Order of Federal service by a supervision in the field of defence of rights for users and prosperity of man from July, 19, 2007 N 224.

The list of commodities, on which Hygiene certificate must be designed at custom registration is given in the joint letter of "Federal custom service" and "Federal service by a supervision in the field of defence of rights for users and prosperity of man" from December, 14, 2006 N 06-73/44168.
